A realistic roadmap for a Ukrainian manufacturer starting from zero in 2026 looks like a 4-stage journey over 24-36 months. This schedule is built on the experience of dozens of clients who've already walked a similar path — the broader logic of the three standards is laid out in defense quality.
Stage 1 (months 0-6): ISO 9001 + basic English documentation. The starting block. Implement ISO 9001 in 4-6 months, in parallel start translating key procedures and supplier-facing work into English. Budget — $10-25K for certification plus another $5-10K for translation and adaptation. The output: an ISO 9001 certificate from an IAF-recognized CB and a draft English-language QMS. Stage 2 (months 6-12): AQAP 2110 + first State Defense Order tenders. Add AQAP 2110 as an overlay through a combined audit with ISO 9001. Budget — additional $15-40K. In parallel, you start bidding for State Defense Order tenders with AQAP 2110 as a qualification threshold — this creates an internal reference and begins generating cash flow. The output: a combined ISO 9001 + AQAP 2110 certificate from a NATO-recognized CB and the first state contracts. Stage 3 (months 12-24): AS 9100 (if needed) + first subcontracts with NATO-country suppliers. At this stage, you actively look for the first export contracts — usually as a subcontract under a European or North American supplier who already has direct relationships with NSPA. For aerospace component or satcom manufacturers, AS 9100 gets added; for the rest, focus shifts to scaling traceability and the capability portfolio. AS 9100 budget — $10-25K extra; subcontract milestones close the first $0.5-2M in revenue.
Stage 4 (months 24+): Direct contract with a NATO entity. A direct contract with NSPA, NCIA (NATO Communications and Information Agency), or a national Ministry of Defense of an Alliance country. By this point, you hold a combined AQAP certificate, a complete English-language documentation set, a portfolio of subcontract successes, and a passed customer audit. It isn't a fast path, but it's the most realistic one — attempts to jump straight from zero into a direct NATO contract fail in 95% of cases.
If you already have part of the base infrastructure — for example, a working QMS without certification or a strong English-speaking team — timelines compress to 18-24 months for the full route.
The most common ETA mistake
The expectation of "we'll have a direct NATO contract within 6-9 months of getting AQAP 2110." That's unrealistic. The real path is 24+ months from zero to a direct contract with NSPA or a national MoD in a NATO country. A shortened 6-9 month route is possible only for manufacturers entering as a subcontractor under an already-recognized supplier, and even then you need a ready product with references. Any roadmap promising faster results either ignores the actual procedures or rests on optimistic assumptions that practice doesn't back up.
